From the first explorers who claimed the land, to its present state, Canada has progressed through several stages of development. As suggested by W.W. Rostow’s Theory of Industrial Development, Canada has reached the highest level of maturity .... Middle of Term Paper ... centralized government developed. The Act of Union, passed in 1841, created the colonies of Canada East and Canada West, and by 1848 the first forms of responsible provincial government had been developed. By 1850 the soon-to-be country had moved from the “traditional” stage to the transitional, or “pre-conditions” stage of development. Talks for unification began to increase, pushed by the British government’s pressure on Canada to form a customs union as well as a failed reciprocity with the United States.
